The campaign begins when police, academics, youth workers and others meet with the Vamp Hill Kings youth gang at Dorchester Municipal Court. According to David Kennedy, then at Harvard’s Kennedy School of Government, from this point until 1999, the homicide rate in the city for those 24 years old and younger decreases by two-thirds and the overall murder rate by 50%.
